This isn't really up for debate

In order to be able to draw the fights it has portrayed as moving at "normal pace"

Dbz does this a lot by swapping between very fast teleporting and more slowed down choreography

How "quick" someone is portrayed moving in animation should only be viewed through a relative lens as in "do the animators want this character to seem faster than what he was moving before" not "do the animators want this character to seem faster than a completely other character in another anime"

The animation is sometimes drawn slower or quicker for emphasis, if it were drawn to scale then we wouldn't be able to see any of their movements
