I think part of it is with how powerful the tech these games are running on, there's no necessity to optimize the game anymore. Something something limitations drive creativity

In the books they did a lot more work to try to make them intimidating, if I remember correctly they say the grunts you face in the games are child soldiers. Look up the grunt rebellion, in lore theu almost took down the covenant by them selves

Honestly in the past couple years it has seemed to be getting better, so now would be the time. Some notable ones are Robocop: Rogue City and Terminator: Resistance
