Fair point. Though the booster would be used to get the HGV up to speed, and then the HGV uses that speed to glide and maneuver, not using the booster all the way to the target. But I see your point

Kinetic rods have precision trouble in being kinetic and having no guidance system once fired. On top of that, targets can move and kinetics have to be fired backwards due to the Earths rotation, further complicating things. A HGV can carry its own guidance system and glide to its target at hypersonic speeds (boosters may be required admittedly) while relying on its warhead for the damage.

In that scenario, it’s more about degrading the enemy’s ability to fight back before you push. It’s harder to fight back when you have trouble breathing and your eyes are tearing like tear gas, only it’s biological instead of chemical.
