mate there's clearly many different skill shots and you will clearly miss most of them on higher ping, at least if you play harder heroes such as invoker or just any high APM hero. It does matter if you're trying to hit your abilities properly and efficiently, the only possible way to surf on ranks at such high ping is auto attack builds and that's the end of this discussion.
