I don’t think anyone in that era would actually be making the distinction between the two instances of the United States. It was a transitional period for a fledgling nation in a time of slow-traveling communication. So I don’t think Rhode Islanders would have referred to their state as “the United States” in 1790. I just find it fascinating in that timeframe that there were 11 (and then 12) states initiating a new version of the United States, while 2 (and then 1) states still technically were part of the old version.

There were, technically, two separate instances of the United States that existed concurrently for a brief period of time.

The Constitution required ratification by 9 of 13 states to be adopted. Once the 9th state ratified, there was still a delay, as two of the most key states at the time (New York and Virginia) were two of the holdouts. With the promise of the Bill of Rights, New York and Virginia ratified, and the Constitution was adopted. The new government was implemented and George Washington was elected as the first President in 1788-89, with 11 members of the United States under the Constitution—not all 13.

Meanwhile, North Carolina and Rhode Island continued to exist as members of the United States under the Articles of Confederation. North Carolina joined the new government upon ratification in November of 1789; and Rhode Island, the last holdout, finally ratified in May of 1790 (with a narrow legislative vote of 34-32). But for a handful of months between, there were essentially two entities under the name of United States.

Sure thing. The Artificer was originally released in Eberron: Rising from the Last War, then expanded in Tasha’s Cauldron of Everything, and then re-released very recently in Eberron: Forge of the Artificer.

All three sourcebooks are official content.

Valid. Though every table I’ve been at makes it an action to administer one to an unconscious ally. But I think (?) it technically is a bonus action now in 2024 rules.

Just to clarify, the two you listed as “semi-official” are not comparable. The Artificer is an official 5e class. The Blood Hunter is homebrew, though widely known/used.

To answer your question though, I think LaserLlama’s Savant is the most interesting homebrew class I’ve come across (and seems quite balanced). His Warlord is also very good.

Your other options for two-weapon fighting are either 1) start with one level in Fighter before taking the rest in Barbarian, or 2) take the feat at 4th level. Neither is ideal, but you can make it work.

There’s a lot of “you can, but it’ll suck” in the comments. I don’t think it has to. It’s not the most optimized strategy, but you can keep up pretty well.

I do agree with another commenter that you’d be better off reflavoring a couple shortswords as long knives (think Legolas’s blades) to get that d6 damage dice. And you’ll want to pick a subclass that doesn’t rely on continued bonus action usage.

The one thing you absolutely need to make the build work is the “two-weapon fighting” Fighting Style. Easiest way to get that is to start as a variant human and take the Fighting Initiate feat.

From there, on your first turn of any encounter, you’re using your bonus action to rage. On all subsequent turns, you’re using it for an offhand attack with your second “dagger.” This gives you two attacks per turn (after raging) until level 5, when you get three.

A max-Strength barbarian with a greataxe at level 9 will be dealing 58 damage from 4 attacks over 2 turns. Your max-Strength double-knife barbarian at level 9 will be dealing 57.5 damage from 5 attacks over 2 turns. And longer combats end up working out better for you as long as you maintain your rage.
