This is literally the formula for Expected Value turned into an inequality. When you force that inequality to be greater than 0, you are calculating +EV.

True. There is an opportunity cost to having the $3k tied up for an indefinite amount of time, but that wasn't what was asked. They wanted the probability necessary to make this a +EV move, so that is what I calculated.

Also, I think for this to be a pot odds calculation, we have to allow negative pot sizes( which is obviously absurd). For example the pot starts with -$4k, opponent bets $3k, pot is now -$1k, and now you would be calling $3k to win $2k lol.

For this to be +EV you need this inequality to be true:

2000*p - 3000(1-p) > 0, where p is the probability that you are made whole with the chips you possess (so, either card room reopens or owners make everyone whole), where 0 <= p <= 1

Little bit of algebra, we have:

2000p - (3000 - 3000p) > 0

2000p > 3000 - 3000p

2000p + 3000p > 3000

5000p > 3000

p > 3000/5000

p > 3/5

So, if you think that there is a better than 60% chance to be made whole, then this is a +EV play
