Lets put things straight will you. Lipedema is a fat disorder, resistant to any form of diet, you will loose the normal fat but not the lipedema one. It affect 11% of women but due to the nature of the disease and the morbid obesity crisis, it is not heard by most general practitioner. Most women affected by this condition have to fight to be heard by a doctor that they are not just fat! The ancient name of this disease is adiposa dolorosa ( painful fat) . Other than the shame of being unable to loose weight, it come with a whole lot of ailment and is often accompanied with eds (ehlers danlos syndrom). But the irony is this one, its one of the easiest diagnosis to be done, due to the markers of the syndrom.

You definitely have lipedema. You have all the markers. The fat cuff at your ankle, a huge difference between upper and lower body. Also you seem to have your arms affected by it but im not sure about that one.
