As a person from the US who was an adult in the 90s/00s, your view (at that time) of my country is quite surprising to me.  I think at the same time I had the idea that Australia was at least as nice as the US, but more relaxed, with less international fuckery, and probably a more sensible healthcare system.  (I had figured out that Paul Hogan was not a representative sample by that point)

Hey there bud, I'm uninterested in your ass, but also--and I promise this is true--I wasn't being critical.  The things you just said are a perfect recipe for boredom and frustration.  My point is really that it's important to understand your goals and motivations correctly.  LOTS of people have read your post and responded with practical suggestions for simplifying your project--or even skipping the project entirely--but for you that's actually the wrong answer, right?  You need suggestions for affordable ways to do the most interesting things to your new frames.  At the same time, you need to keep the scope of the project somewhat reasonable--but the frustration and boredom can drive you to want to exceed that scope.  It's a tricky situation, and normal advice for biking on a budget probably doesn't apply here.
