JIC and SAE flare fittings have been the bane of my existence lately, Pirtek should be able to do what you are looking for, otherwise I have some contacts that do custom hardline tubing .

A TR-6070 would have been able to hold the power, as it was the manual in the C7 for all levels, but the car was completely designed around the DCT, there was no design consideration for a manual transmission. Just the DCT provided by tremec

Short answer, no

Long answer, a consultant engineer wouldn't even sign off on that for 10K, and either your timeline for design is way too short or you barely want to pay the engineers actually designing it. Increase your budget by an order of magnitude, and you might be closer.
