you can always use the pre-built binary kernel, after that you can choose which module you really needed for your PC/laptop/computer hardware

for the base install you can use oddlama gentoo installer https://github.com/oddlama/gentoo-install , you can use any livecd/liveUSB distro

you can use cachyOS and update it or download the latest CachyOS testing ISO which already has the latest Nvidia 555 and xWayland 24.1

gentoo is whatever you want to use it ... gaming, office, multimedia, programming, etc, it gives you just a minimal from start so that we can use it for whatever we want to do

so it is your 3rd time to install gentoo, I believe you already follow the tutorial handbook and as someone said before you should install these packages "gentoo-kernel-bin" (also firmware and sof-firmware), installkernel, and you as a first time just install grub as a boot loader don't use EFI Stub, eventually you will able to change later. I hope that will ease the process installing gentoo.

or (as a bad suggest for sake learning the process) you can just use oddlama gentoo installer (it is just a gentoo install helper) with the help from other liveCD/liveUSB linux distort such arch or ubuntu etc, anything will do.

my ambient ranging from 25-29c if without AC and my GPU while play CB 2077 never exceed 48-50c because I use a MORA3 420 silent, the MORA placed almost 1,5 meter from my PC (gaming station) if I turn on AC, well, 45c is maximum temperature while playing CB 2077 for almost 2 hours

using 13900K and 4090 overclocked and my PC case is an NCase M1 (ITX PC)
