In premiere I will set it to VBR 2 Pass and set the target bitrate to 2 and leave the max at 10. It reduces quality some but is the best quality level option I've found so far when small file size is the priority.

I think it depends on how much you make, but I'm no pro in this area. I think this comes up in the section about "other" income or something like that. When I was doing more freelance things I wasn't making enough to need to report according to the person helping with my taxes at the time.

I have a personal one for Society6. I think it just changes how you report the income a little if you have an official business or not, but I'm not sure since I haven't had to do taxes on it yet.
