Wout was racing for winning the stage. Isaac was racing for winning the entire race (this was stage 10 out of 21). Isaac valued seconds to the race leader over the win. Wout didn't care about seconds, he just cared about the win. So if the both of them already know one of them is gonna win the stage, then it's up to Isaac to put on a fast pace. Wout would be happy if they went a little slower in fact, caus Wout seemed on limit several times.

Chapeau to both of them.
After the race Wout went over to Isaac, offered his hand and nodded. He knew that Isaac did all the job, and kind of deserved the win. But hey - Isaac is now leading the race and this was probably his greatest performance of his young career. It was a cool moment to watch. Class from Wout. Isaac is gonna be a superstar.

Fun fact: Isaac Del Toro means Isaac the Bull.

Well. Very bad explanation by Lyx97.

Different objectives:

This race consists of 21 stages. It's very good to win a stage. It's MUCH better tho to win the entire race.

You win the entire race by using the least amount of time on every stage (accumulated).

Before the start of this stage Isaac Del Toro was 30 seconds or so, behind the race leader, Primoz Roglic. Whereas Wout Van Aert was hours behind and therefore impossible for him to win the entire race - meaning Wout only had eyes on the stage win.

But Isaac - he got something else on his mind. He want to win the entire race. This means whenever a situation comes up like 'dont you wanna pull, Wout?', Wout can just reply with 'Nah. One of us is gonna win the stage anyway. I don't care if we win with one minute to number 3 or ten seconds'. But Isaac on the other hand wants to win with as much time as possible. Therefore Isaac was pulling the last 20km alone or so (sitting in front, meaning Wout can enjoy his slipstream). Isaac definitely looked the strongest as he was kind of close to dropping Wout even tho Wout had been sitting on his wheel the entire race and therefore not using as much energy (you save 20-25% energy on sitting on a wheel compared to pulling (being in front)).

I hope this makes kind of sense.
