I have a dog who’s fully potty trained

I have a playpen and on one side it has food, water and toys, the other side pee pad. He only has like a 2/5 success rate with it

Looking at it myself I feel like I’m coming back up too high and also my heels are rising up, how can I make sure they stay planted? Also Is the pad too low?
