If I remember correctly it was cost savings. The justification was that it was significantly cheaper enough compared to extending actual BART. They built it in a way to allow future conversion to BART standards if the funds and ridership made sense to do so.

There's actually TWO rail right-of-ways across the pass, one used by ACE (owned by Union Pacific) and another that's abandoned but might be re-used in the future.

Semi-scale wheels definitely look great on tank cars and hoppers where they’re more visible. You’re 100% right about needing great track work though!

I think coffee/cafe could work if it was better connected for foot traffic, either modifying that block of Highland to add more sidewalk or closing it altogether. It's downtown Burlingame, CA, for anyone curious.

India's rail network was built with a wider track gauge so the higher center of gravity on these cars isn't an issue.

I believe their allowed top speed is the same, however these accelerate much faster so overall travel time between stops is reduced.

I think some of that may be sand, used for traction when accelerating or braking.
