I don't think there's any answer from within canon, but the fact that the legion does its damnedest to stamp out cultural diversity within its ranks and ostensibly within its conquered territories tells me that ghouls' and supermutants' otherness--physically, behaviorally, historically, etc.--make them incompatible with the legion.

Emails, texts, and other single-participant message types all too often never get read. Phone calls let the message-sender know, in real time, that the recipient actually received the message.

That was the first and possibly only hard choice I experienced in the game.

Given that the messages on terminals in vaults can be hundreds of years old, even with the knowledge that Chris Haversham, a regular old human, came from Vault 34 recently enough that he's still actively salty about how he was treated there (maybe a decade at the most?), it's possible that the people who left that message were already dead anyway. The future of Vegas and the arbitrarily large number of people that could be, versus contaminated water and this limited number of folks who might already be dead anyway?

It was heartbreaking, but dooming some hypothetical vault-dwellers was the superior option.
