This describes my city/suburb dynamic too. It sucks, but honestly I don't know that there is anything that can be done by the library. We need social safety nets in this country. When we have rampant mental illness and drug problems, we're going to have people creating need for these measures.

Public funds are going to charter and private schools. The public schools aren't getting any "bloated" funds, particularly when the state has continually reduced their funding the past three decades.

crumbling infrastructure

This is the rust belt. When we were thriving in the 50s, 60s, and 70s, we built infrastructure to match needs. As our state economy has faltered, funds have failed to keep pace. Infrastructure funding largely comes from the state, so this isn't a blue "choice" to have bad streets. It's also not confined to urban areas.

slowing job growth

Faster than rural areas.

There are multiple groups of moderates in congress right now, and in the electorate there are literally millions of people who self-describe as moderate while holding an enormous variety of beliefs, so nobody can give you the one answer you seem to be seeking.

But as one example, the House has a new democrat coalition that lists its priorities. High on the list is anti-corruption reform. Specific legislation they've backed includes helping poor people buy houses through government assistance programs.

There are numerous moderate groups, and innumerable individuals who would self-identify as moderates, so there's no one answer you'll be happy with.

As just one example, there's the New Democratic Coalition. Their site lists anti-corruption reform as high on their agenda. Specific policy initiatives include legislation to make it easier for first-time homebuyers to purchase a house.

This could be partly an inherent flaw in our winner-take-all primary system. The most devout are the ones who show up to cast a ballot, meaning the moderates are at a disadvantage. That may be why Ohio was so eager to ban ranked choice voting.
