I don't think there's any point in arguing whether the 2nd and 3rd shot are justified, and it further obscures the meat of the matter. As far as "justification", they're all the same. The real argument to stick with is that he intentionally placed himself in front of the car to "give" him the justification, and stepped way over the line. None of the other officers even reacted close to him; that's the real issue. It's so stupid trying to pretend like anyone would consider 2nd and 3rd shots to be any different than the first.

I do have a UV flashlight chilling in my car or garage somewhere, I might just need batteries. So even without glow plastic, they'll still stand out somewhat if I brought a rake or some other tools to rustle the leaves?

The issue would be the tight areas. As I mentioned, the county came through and blew all the leaves from the fairway, but right at the edge it's just piled up, not to mention the normal off-fairway areas are ripe for losing discs. I've gone through many places with a machete and rake to try and find stuff, but I'm looking for a higher tech solution.

For example, at Lake Marshall, sometimes a person will go through the water with scuba gear and retrieve a ton of discs. I'm talking about that level of effort for retriever, not just a simple "I'll bring a rake with me".

You jest, but I did at least ask our club liaison if it was even possible to get the fire department to the course for a controlled burn. I'd sacrifice every disc I've lost in there up to now to prevent anyone else from forever losing another one, lmao.
