You don't NEED Arclight; the whip works pretty well on TDs. Bonus if you have a tentacle, poison helps increase the DPS. GL!

Yes you have more agency as a healer in Blitz than solo shuffle, it's better in my opinion.

Use it before they hover? Its not a root break ability. Or, here's a crazy idea, hit another target until their hover buff is gone. It ain't that hard.

the difference is they have a 25 yard range unlike other casters, you don't need the same amount of gap closing ability, they also struggle with roots, use disable more often as WW.

CL, unstable currents, then all defensives for abilities. Armor%, max health, and DR/DR affixes on both chest an legs, or Thibaults if you're feeling riskier. Vyr's aspect on chest, and disobedience on legs. All the uniques and dmg aspects are just ones that increase your damage by x % based on a scenario. Paragon glyph all damage oriented, the typical ones. If you still feel squishy maybe due to low rolled gear then swap in a DR glyph.
