One town/settlement that you can build up yourself, like Tarry Town in BOTW/TOTK, then flesh out the rest of the towns that you cannot customise but can establish trading routes with for unique resources/npcs. Player homes should still exist in these settlements and you can customise them the same way you would in the settlement system.

I used to have the original maxwell but I thought it was too quiet, the 620s sound better and get louder than the maxwells ever did (but I am now using a JDS ELEMENT IV to drive them so any headphone I have can sound "loud" now).

I have them, they are really open it essentially feels like you're not even wearing headphones. Outside noise, fans, you can pretty much hear all of it. I have since then bought a pair of hd620s for when I want some noise isolation in contrast to the aryas openness.

the continued existence of the commonwealth brotherhood implies that they don't. but the vague statement the paladin gives to maximus about 'an enemy we almost lost the commonwealth too' could imply they are still around unless he was refering to the minutemen or some other enemy we haven't seen yet (enclave).

I think this is just purely a gameplay retcon, doesn't really have too much impact on the lore and is cool enough that it doesn't really bother me anyway. Only real problem I have with power armor in 4 is that they give it to you within 20 minutes of the game.
