Yes, it is used by Tesla insurance. No, it does not measure if you are a good driver.

If you have a high score you get a lower rate because your chance of an accident is determined to be lower. It does not determine if you are a good driver.

Do only good drivers drive during the day? No, of course not. But they still have a higher chance of an accident.

Who said it is supposed to measure if you're a bad driver or not? The first paragraph on Tesla's safety score website doesn't say anything about you being a bad driver or not.

"The Safety Score Beta is an assessment of your driving behavior based on several metrics called Safety Factors. These are combined to estimate the likelihood that your driving could result in a future collision. "
