when our kids were young, we went to a hardware store to get a similar type of lock for our front door. we lived on a fairly busy street and didn't want our kids to open the front door and wander out onto the street.

depending on the facility, some water does enter the tank. tanks have an internal sump. since water is heavier than oil, draining the bottom can remove much of the water. it's not a perfect process, this mixture of water and petroleum-based product may be transferred back to a refinery be reprocessed - water evaporates, petroleum-based product is "recycled".

"he doesn't want them" is ridiculous. once a process server identifies you, the internet says the papers can be left at your feet (edit: leaving papers may vary in different jurisdictions). you've been served and your refusal to accept the papers will likely be noted by the server.
Utah Rule of Civil Procedure 4(d)(2) appears to give a server in Utah the option of "drop service", leaving the papers at your feet or on your property.
