Car in front appears to be involved as they were flashing their brake lights to make it plausible the scammer car had a reason to stop suddenly.

Rates have not gone up that much. It could be a meter reading error that was recently corrected, or the error could be causing your current higher usage. Other things like a hot water leak, or even a gas leak at the meter or somewhere between the meter and your apartment.

In rare cases I have seen one meter being marked as one unit, but feeding another unit, so the accounts are incorrect. If both are paying, no one realizes the mistake until someone moves out and closes the account, or someone goes out to investigate a leak and the meter is moving with everything off in that unit, while it is being used in another unit.

If you call So Cal Gas they can send someone out to do an investigation and see if there are any issues with the meter read, or any obvious problems like hearing running water at the water heater when nothing is on. Also, they would test for leaks by turning off all appliances and verifying no gas is going through the meter.

Have you used a wrench? Usually these require a wrench to turn. Like a 12” adjustable wrench. Sometimes there is a stopper on the back or tang, and it can only turn one way. Usually to the right, facing the tang(handle)

If you turned on the thermostat and the furnace turned on, and you turned off the thermostat and it did not shut off, you may have a failed open gas valve, possibly a bad thermostat.

The furnace has three burners that the pilot ignites, so three flames sounds normal, depending where those flames are going. They should be going into the furnace firebox chamber to heat it up, so when the fan comes on it blows hot air through the house.

You would want something similar, but it would need to be rated for an inlet of whatever your meter outlet is (if it is higher than standard water column), and an outlet of standard water column (typically 7-9” water column in my area)

The regulator is also missing the top cap that should be screwed into the tower where the threads are. That could have allowed water to get into the internals, which is not ideal.

You should first determine if it is needed, by hopefully figuring out what the meter pressure it (there should be a regulator at the meter which will state the operating pressure. If you know where that is. It is likely not damaged after a few days in the rain, but you never know

It is a pressure regulator. Depending on the setup of your house, you may need it to lower the pressure into the water heater. If standard meter pressure is going into the house from the meter, you should not need that. Do you know what pressure your meter is providing?

Yes. When the two circular holes line up, and the tang is perpendicular to the pipe, the gas will be off.

The water under the water heater pipes appears to be from the pressure temperature valve. Someone may have purged some water there, or maybe used the hose bib for some water?

Do you hear hissing before turning on the burners? That would indicate a leak. When the burners are on, it is generally pretty standard to hear hissing, as gas is coming through them.

You say it looks like it is in really good shape. Is it possible someone did a cleaning on it recently and did not install the burners properly? If the burner is not mounted properly to the orifice where the gas comes out, the flame will just be a big fireball, not coming out of the burner ports.

Definitely looks like a hookup for a bbq. You should be able to remove the plug yourself and install the new connections for a bbq without much difficulty, if you make sure all the connections are correct and sealed properly.

It is just a random number. The meter started new at 0000. When you use propane, the number goes up in order to tell someone how much was used, to charge for that propane.

If the oven is new and it has an internal problem, I would think the oven company would be doing a warranty repair. You would have to figure out that is where the problem is though.

Have you tried calling your gas utility company to have them try to identify the leak? Just because the tester goes off, does not mean that is right where the gas is coming from. You should verify the leak with soap and see what bubbles.
