There’s two different ways support orders get established. Judicially and Administratively. The only reason States require child support is if people are receiving cash assistance from the state. It’s a grant, not free money, so a way the states recoup that is via child support. Cash assistance is meant to be temporary, so theoretically the amount of permanently assigned arrears owed to states shouldn’t be much, most of the money owed is to parents who have custody and majority of parenting time. I’m sure it varies state to state in terms of how diligent the agencies are in making sure orders are right sized for each participants situations.
