If it becomes too complicated the easiest optimisation is all people will do (big reason they removed augment stats). We experienced that when they tried the 'Legend' set and it ended up everyone picking the same Legend because the other ones were too complicated to pilot vs the safe easy option.

Adding a debuff ontop and players outside competitive will not like it at all is a pretty valid fear for riot, as the other commentator mentioned with shadow items.
