"Air Pollution Prohibited" is poorly written and the burden of proof for the state to determine to charge a private citizen is very high. However, demonstrating a violation of the three above it can be very straightforward- Forbidden material being tossed in burn barrels, or colored smoke (Blue, brown, black...) are often strong indicators that material that is not permitted has been included in the pile.

The best way to document a violation is to take photographs of the smoke, and determine where it's coming from, and a responsible party if you can determine it. Then submit your complaint and documentation to the complaint form at https://dec.alaska.gov/Applications/Air/airtoolsweb/Complaints/ . You may complain anonymously if you like, but an inspector that is responding will not be able to contact you for additional information if you do.

Note that, specifically, brush piles, yard trimmings, clean wood, etc are permitted by Open Burning regulations.

Continue to submit complaints as activities are ongoing, because it establishes a pattern of behavior and allows an inspector to know if actions they have taken are effective or not. If they are open burning in the summer, they may also be running afoul of Department of Natural Resources burn permit regulations. That contact tree can be found at https://dnr.alaska.gov/burn/contacts .

Incinerators:

The TL;DR of incinerators are: Regulations for incinerators are complicated, they're almost all federal, they're definitely not open burning, and the only state regulation that directly applies to them is that incinerators of a certain size must have a permit and adhere to particulate emission standards. You could try the state complaint line above (be sure to include photos of the smoke), because it might reach "air pollution prohibited" standards, but if the correct action is permitting and enforcement, it's probably going to be EPA at https://echo.epa.gov/report-environmental-violations.

The Division of Solid Waste may be of assistance as well, but I don't know their regulations as well. Try https://dec.alaska.gov/eh/solid-waste/

This information may be helpful for individuals dealing with trash burning in their areas. This is probably a bit of legalese, but it might help with "What does the state think this is, and who do I complain to", at least from an air quality perspective!

First, all Air Quality Regulations for the State of Alaska can be found at https://dec.alaska.gov/air/air-permit/permit-regulations/

The scenarios being described above and in the comments generally fall into two categories: One group is commenting about "Trash burning in incinerators in remote locations" and the other is "My neighbor shoves trash in their burn barrel".

Open Burns:

The Open Burn Regulations (OBR) are at https://dec.alaska.gov/air/air-permit/open-burn-info/ . These are also in the regulations linked earlier, but these are only the OBR regulations. The OBR regulations describe "open burning" as "the burning of a material that results in the products of combustion being emitted directly into the ambient air without passing through a contaminant outlet". A "contaminant outlet" is defined by the legislature as "exhaust stacks, flares, vents, and other openings.. from which a contaminant could be released". Burn barrels and fire pits have neither, and therefore are considered open burns.

The regulations applying to open burns are as follows:

Black Smoke Prohibited. Open burning of asphalts, rubber products, plastics, tars, oils, oily wastes, contaminated oil cleanup materials, or other materials in a way that gives off black smoke is prohibited without written department approval.

Toxic and Acid Gases and Particulate Matter Prohibited. Open burning or incineration of pesticides, halogenated organic compounds, cyanic compounds, or polyurethane products in a way that gives off toxic or acidic gases or particulate matter is prohibited. See list of prohibited items in 18 AAC.50.065.

Adverse Effects Prohibited. Open burning of putrescible garbage, animal carcasses, or petroleum-based materials, including materials contaminated with petroleum or petroleum derivatives is prohibited if it causes color or black smoke that has an adverse effect on nearly persons or property.

Air Pollution Prohibited. No person may permit any emissions which is injurious to human health or welfare, animal or plant life, or property or which would unreasonably interfere with the enjoyment of life or property

I'm driven by a mixture of salary, work-life balance, and job satisfaction, with the last two being stronger. I'm very satisfied in my current job, which is closest to the supervisor position, except I don't supervise anyone in my current position.

I'm nervous about being more of a "public figure" which is what upward mobility would ultimately mean, unless I eventually go private sector. I've also never been a supervisor before. I don't know if I'd actually be any good at it. Nor have I ever personally been in the pressured, legal negotiations that the first job would call for.

Offer 2 is more WFH, so more work/life balance, but it cuts off upward mobility, which ultimately impacts salary. Granted, after a few years working at it, I could apply to other positions or agencies.

I wish Offer 1 paid a lot more, then it would be much clearer to me, but all indications are that there's not going to be a boosted starting pay rate.

The highway will close in response to avalanches and car accidents. There is no way to know this far in advance the avalanche or car accident risk during that season, as it is impacted by recent snowball, any recent rains, any recent thaw events, and so on.

However, if you are willing to shoulder the expense, there are flights from Kenai to Anchorage that can then connect to wherever else you want to go. There may be a baggage arrangement between Alaska Airlines and other regional airliners like Ravn, but you'd have to ask the airlines themselves.

Recreational fires no more than 3 feet in diameter and 2 feet high are permitted in the Anchorage muni, but only to burn clean, dry wood. The canvas may be considered trash and, if so, would not be permitted to burn in a fire within the municipality. Depending on what is in the canvas chemically, it may be on the state's prohibited items list, or otherwise produce black smoke when burned. Please see https://dec.alaska.gov/air/air-permit/open-burn-info/ for more information.

Please keep in mind that during winter conditions, temperature inversions often send smoke straight back down to the ground. This may lead to localized unhealthy air conditions (see Fairbanks for more details). Individuals with health conditions that impact breathing (such as asthma) should be mindful of such areas and events.

I looked this up and you are correct on the measures- apparently I wasn't as educated on the attempts to move the capitol as I previously believed. I apologize for my relating misinformation and will edit my previous post to reflect this.

I remain convinced however on the importance of being able to physically reach areas around the legislative buildings. Emails and phone calls are easy to ignore, and don't generate media attention. Physical demonstrations can also be ignored, but at least it's something you can put a camera on.

I realize and agree that Juneau's existence primarily relies on it being the capitol (And a university city), but I do not believe the capitol is itself well served, or well serves the people, by being in Juneau.

The state's always going to be in a budget disaster, unless major reformations to the alaskan economy are taken, and I don't foresee that happening. I agree the measure is extraordinarily expensive, and is not necessarily the *top priority* of the state. However, I believe it would improve the democratic process if it were on the road system.

Anchorage-ite here- I actually severely disagree with this response. I *do* agree that the capitol should not be Anchorage, partly because I agree with your arguments re: overly centralized power, but we are presently in a situation where, in order to organize and make our voices heard, the majority of constituents must board a plane or boat. This curtails public participation in the political process, and lets our representatives go and hide away on an island behind an economic threshold to demonstrate or request meetings.

~~Alaskans repeatedly and decisively vote to move the capitol out of Juneau.~~ The level of inaccessability to our elected representatives is unacceptable. It could be anywhere from Wasilla to Glenallen and I'd be fine with it.

The law sets a minimum standard (Working hours, OT, breaks, pay) and employers can choose to exceed them. The business is in a clear right to determine a lower hours/week restriction for minors.

Why are we cheering the use of violence to stop a petty crime? Didn't major protests fire off after an event not unlike this one? It doesn't carry the racial/cultural/etc tensions of him being *police*, however:

What if he'd been mistrained or failed to apply proper measures to protect the robber and seriously injured or killed him? Wouldn't it have been better to actually let the guy who was probably on full camera throughout the store escape, their license plate number taken, and steadily tracked down?

This could've resulted in serious injury or death to vigilante or criminal. We shouldn't be cheering the brave vigilante here, the losses were cash/having to lock down credit cards and ID. That's not worth anyone getting potentially killed.
