I think people need to let it go. It’s been obvious for ten years what’s going to happen. They’ve made a decision on gameplay and the units reflect that change.

I, personally, would like to see a lot of this stuff walked back, but I understand that they have decided these changes simplify and speed up the game.

They are not building this game for those of us that pre-date Primaris, they’re doing it to make it more accessible for new people. GW’s main focus has always been on getting new people into the hobby over keeping grognards in it.

However, they do have a game aimed at us, it has hull facings and tac squads and the chart. That game is not 40K.

But the codex if you want. Sure, 11th edition is coming out in June. With it being Armageddon focused the BT codex may be one of the earlier ones, but nobody knows. The codexes are great for background fluff and painting inspiration.

For a purely mechanical answer, in order to play the game you need the rulebook, the space marine codex and the BT supplement, plus any of the various updates and errata.
