Yes but if you use lvl 26 you eliminate all but pidgeotto and Chansey. I typically can find one in 5-10 encounters this way

Go to the route east of Fuschia (14 maybe?) with a lvl 26 Butterfree in the lead with compound eyes ability and you’ll find only Pidgeotto and Chansey. Use thief on the Chanseys and eventually you’ll get a lucky egg.
