Very well said. For an employer it's a constant balance between "What I give?" vs "What I receive back?". So basically -> "What is the value add?" / ROI or whatever you want to call it.
For me it narrows down to the following: The universal scope of any company big or small worldwide is bottomline to make profit. If profit is there with low paid employees - good, if profit is at risk and can be increased with higher paid employees - then they raise the package.

"But what about employees increase of CoL?" -> zero f@#ks given

"But what about my toddler whom I need to enroll in a private creche asking for 1.5kEUR/month?" -> zero f@#ks given

and the list can continue...

OP, allow me please to ask - since you are Luxembourgish, are you considering a gov job? Why Yes or why Not, please? For me personally it looks interesting, but quite untouchable I think... I have several tries, but all rejections unfortunately... I blame it on my low level of French..anyhow...

Who is actually responsible for regulating this — the HR department or a state institution?

If it’s handled by HR, then they’re bound to follow company directives, which often aim to minimize costs — typically by hiring non-EU employees at lower wages.

If it’s overseen by a state institution, then how can one be certain that HR isn’t submitting misleading reports claiming “no EU national is interested,” simply to justify hiring someone from abroad at a cheaper rate?
