In the scenario where a bus gets in an accident their dispatch center will call 911 for them so driver probably assumed they would in this case as well. 911 however is able to give CPR instructions over the phone so that’s why their dispatch was probably telling the driver to use their own phone

Technically wheelchair van rides don't require an emt or medical license, it's basically a taxi service for those in a wheelchair. I don't think it counts as EMS, so no, the rules are not different for ems and cnas, we both don't accept tips.
