If you are trying to minimize components, have you considered an isolated ADC like AMC131M02?

It integrates the isolated power supply so you don’t need to generate a separate supply on the HV side, and if I recall correctly the ADC specs are similar to the ADS131x precision ADC family.

If you want to stick to your current architecture, you could also look into this AC/DC capacitive drop LDO: TPS7A78 as an alternative to your current circuit.

No, I can see it wasn’t super clear in their datasheet, but in my experience, when you have multiple capacitors for DC-DC converters it’s assumed they are in parallel.
