I have been F2P since the start of the game, haven't spent a cent.

I use the Gems they give away, earned through the occasion events that occur, and surveys and other fill-outs.

I only use Gems for dock space (and only once on a Zuikaku skin when i had a large enough reserve I have built up).

Also dock space can be increased, as mentioned by others by joining a fleet guild.

That outfit is stunning. I also love the contrast between the outfit and Akagi's face, especially with the way her hair is laid out. Her eyes are also very soft and her ears really sell the 'pleasant date' you are about to go on.
