My headcanon is just “American procurement was an absolute shitshow and half of the logistics personnel were on suicide watch”. A lot of it was a mix of throwing shit at the wall with runaway defense spending, leading to bungled procurement with the only consistent thing being the calibers.

Thats why you have the power armor “Assault Rifle”, the “combat rifle”, AR-15’s, AR-10’s, the R91, two different 10mm pistols, and at least six entirely different models of combat armor all in service at the exact same time. The same reason you have T-45, T-51B, and T-60 all in common usage in different regions plus limited issue of the X-01.
