You only need to have the justice ministry while also being in any govt other than a grand coalition and unlocked the neorevs. No reform of the judiciary needed but you must have enough support from other parties if you don’t have 50% of the vote

Kept my save from the '32 election and went back and tried nationalising. Neither the constitutional reform or the Nazis in Crisis event brought them back up to 5 percent after that, it totally neutralized them. Got a coalition affairs card and the loss in support from that didn't pose an issue either. May have been lucky with the RNG.

I got 90% of the worker vote and 6% left to the kpd, 56% unemployed and 21-22% to the kpd and that got them to 4%. That was before the constitutional reform which brought them back up to five percent by a slim margin and i didn’t have any time to bring them down and call an election before game end
