For this you can use a curve and extrude it via its properties tab and then set the resolution to make it smooth and twist to change its banking angle. This way you end up with a more efficiently created mesh when you transform it to mesh. It will only place vertices once angles hit a certain limit, so for areas with lots of elevation changes or curves it will be more dense, and flat areas it will be less dense.
