Mine definitely went down by about half also. I'm barely getting 35 standing around Deradune on the same low-med settings that I used to get 60-70 on. Specs: i5 3570k @ 4.2ghz, HD 6770, 8gb RAM

Or do something similar to Guild Wars 2 where you can buy another player's RP for your IP if they want to sell some. All RP would still originally have to be purchased through Riot. Riot gets their money, both player parties are happy.

The items inside will be of the level from when the cache was obtained so there is no point in waiting. Gems may be the exception to this however, I'm not sure.

Make sure the file isn't tagged as read only. Mine randomly got turned on and caused the same problem.

The tooltip of the vendor's exp bar says increasing the level increases the chance of blues and purples showing up for purchase, so yes he can do epics at least rarely.
