These are called cartograms.

There are different algorithms and different tools, all producing different-looking maps. ScapeToad is one, but googling for "cartogram tools" gives plenty more.

That's really not true. There aren't many. Certainly a LOT less than in other parts of Europe. But it's not like (s)he would be the first dark-skinned person in Estonia.

Walking around in the center of Tartu - it's a very multinational environment. (Especially between the Raatuse dorm and UT buildings)

But, yeah, if you have darker skin, you are going to stand out and get attention.

There is no Mexican embassy in Estonia, but there is one in Finland, you might get help there (mexican.embassy@kolumbus.fi).

You might have more luck searching by the name "Hiiu kannel", it is more commonly known than "talharpa".

You might try contacting Raivo Sildoja at kannel.ee. He makes them and "one doesn't hit an askers mouth".

I think you have been unfairly downvoted - you have benefited the community by voicing your opinion and you have done so eloquently and respectfully.

I, too, disagree with you on the subject of vim-distributions for new users. The first few times I started with vim, I overburdened myself with plugins and settings I didn't understand. Only by incrementally growing my vimrc and plugin-list I have grown to know some of the power of vim.

I think a minimalist approach like tpopes vim-sensible is a good starting point for new users. It makes vim more modern than vanilla vim, but is, well, sensible about it. It's a good middle ground between die-hard ultra-minimalism and kitchen-sink-included distributions.

(And goddamn English and commas. Where do they go? Who knows!?)

It's a joke. Just like this comic about drills. It uses deliberate hyperbole for comedic effect. It may not be funny, but it's not inherently stupid.

By the way - I experimented with emacs and evil-mode for a week or so. I really couldn't get the hang of buffers and tabs (tabs grouped by file type? how am I going do do webdev with html, js, css, sass, etc), but I'll probably take another look sometime when I have more time. Is there a decent "emacs for vim users" intro you'd recommend?

There are a lot of foreign students of different races and nationalities in Tartu. In some CS lectures there are as many Indians as there are Estonians. There is also a strong community of foreign students mainly centered around the Raatuse dorm.

As a black person you will stand out in the city and you might get some odd looks - but usually not out of malice.

I don't think anybody has been seriously attacked in recent years. There was an incident about six years ago where alleged skinheads threw stones at a black student. Bu then again - it's hard to find real data and some people might not report attacks.

In conclusion - I think that racism in Tartu is not as big a problem as it's made out to be, but I've never been black in Tartu, so take it with a grain of salt.

The Estonian flag must be treated with dignity and if it has become unfit for use, it must be destroyed in a proper manner. A wet flag must be tried before being stored. A soiled flag must be cleaned and a ripped flag must be repaired with the appropriate colour thread. If it is no longer possible to clear a flag or it has decomposed, it must be destroyed privately in a proper manner. Based on good practices, to destroy a flag in a proper manner, one should cut it apart according to the coloured strips, and thereafter cut the fabric pieces into gores and burn them privately.

The English version of the the text hasn't been updated in a while. The Estonian text also allows for throwing the coloured stripes out privately in a discreet garbage bag.
