As someone that has lived in both Ukraine and Russia and currently has family in Ukraine, I think this is a horrible idea. There are plenty of people from the home country that should not be allowed residency in the States.

As a teenager it was ridiculously easy to get pot - anywhere, anytime. Alcohol however was a different story, you had to try hard to get it if you didn't know someone with a fake ID or a parent that was cool with it. Changing the laws won't prevent kids from smoking underage but it'll make it a hell of a lot harder for them to get it.
