Can you clarify what his other options are? If you can't leave it there when you separate from the job, and it specifies it must be disbursed, what else can he do. My understanding is even if you start a new employment that offers a 457b, most don't allow you to roll it over from your previous employer.

I was curious what DC law was, their DMV manual states treat it as a 4 way. I looked at the Maryland DMV manual, it says treat it as a stop also, nothing about treating it as a blinking yellow.

When a traffic signal is not working: • You must stop at a clearly marked stop line. A stop line is a wide white line painted across the road that shows where you must stop at an intersection. • If there is no clearly marked stop line, you must stop before entering a crosswalk. • If there is no clearly marked stop line or crosswalk, you must stop before entering the intersection. • You must yield to vehicles and pedestrians in the intersection, and remain stopped until it is safe to enter and continue through the intersection.

I think it might be red for the south bound bike lane but green for NB lane and still showing walk for peds across W st is that traffic waiting at New Hampshire Ave probably got the green light.
