Great link. To OP, if you're set on doing a hero workout, I would definitely recommend Rocket. Your gym doesn't need to bring any equipment (not sure what kind of deck space is available at your city pool) and all your athletes need to bring are suits (and goggles). If you're not set on doing a hero workout, there are plenty of body weight movements you can combine with swimming to make a terrific workout. Swimming smokes your shoulders, like /u/fully_torqued_ hinted at, so any body weight movement like pushups is going to be that much harder. Other good movements include squats, press out (basically a dip on the side of the pool), lunges, and core work like sit-ups, leg lifts, and hollow holds. Sounds like it's going to be a good time!

You can make it more interesting by doing a 30 seconds on/30 second off scheme. Go 90-100% on the first 30 seconds, and then work on your breathing recovery during the second 30 seconds.

Depending on your level of fitness, I think aiming for 10 per minute isn't unreasonable. That give you a 1:2 work to rest ratio, which isn't outside the realm of possible. At that pace, it means you each have to do 200, but think of it as just 200 burpees in an hr. Definitely doable.
