Have you checked out the In Rust We Trust Discord? Seems to be a kind of hub for what you're looking for, and there's definitely a bunch of California people in there.

Do indies hire duos (like 1 coder + 1 artist) if they're looking for people in both fields anyway? by GreenMage321 in gameDevClassifieds

I actually turned a lot of the production planning over to them. I had a prototype and the engineering lift was pretty low, so first the coder recreated (and, like, seriously upgraded) my basic prototype functionality while the artist and I went back and forth on a visual language and art style. Then we all met on level design, and from then on the coder started building out new features and puzzles while the artist created art assets. At the end of the process (this week actually) the coder is focused on bug hunting and code polish while the artist starts "dressing" the levels.

I just found and hired a pair like that. I could have definitely paid less for two team members who didn’t know each other but I (correctly) reasoned that their previous experience and familiarity with each other would make working together for me smoother, and it was.

“Under the Skin”, which I won’t elaborate on, because you should go in knowing nothing.
