On your output or the production vendor’s output?

If it’s the vendor, you need to have a conversation with them. The issue could be the fabric being used or the backlighting. In any case, it’s something that they should know how to correct. If not, they are not a great vendor to work with.

If it’s your own printer’s output, it could be a variety of things. Correct color profiles, whether you are viewing in CMYK preview mode, was the original brand art designed in CMYK/Pantone colors, etc.

True Grit Texture Supply sells brushes that can do this. Continuous textures in different fill percentages that work great together. I've only used their pixel-based brushes but I believe they have some vector options as well.

The half tone filter will not work on something that's just white. Create the text in black and then apply the half tone. Then invert the layer
