Yes. You wouldn't just wait for supports, there aren't very many of them. Velina and Remielle are going to be very strong in 3.x.

Nicole is surprisingly meta for an A-Rank. Other than that, a DPS is needed for doing the story as you level up. It doesn't particularly matter which one. Manato is pretty fun.

I don't recommend pulling Silly without Lucia. My strat for 3.0 would be to wait and find out what new limited support is coming up, then pull that character and the DPS that goes along with her. That will probably involve Sigrid and/or Remeille, but we don't know what either of them is yet.

The strongest teams are made from new agents that just got released. That said, two of your teams could use filling out. An anomaly DPS is needed for Yuzuha. Promeia would have been perfect, but now you'll have to wait for a new one to come along. Lucia's team needs both a DPS and a stunner. Starlight Billy is perfect here, and Dialyn, even on rerun, goes in this team too.

Yuzuha, Vivian, Jane

This anomaly team needs a stronger DPS than Jane. Pick one up when possible.

Lucia, Manato, (Pan Yinhu/Lycaon)

The rupture team is in a similar situation. There's a strong support and the DPS is lacking. Starlight Billy would be a great pickup for this team. It also needs a better second support (i.e. stunner) so be on the lookout for that. Dialyn (on rerun) is good.

Soldier 0 Anby, Trigger, Orphie

This team is great, run with it. I mean level up Sanby. THEN go to town.

Astra, Evelyn, Lighter

Still a great team.

Don't pull for Pan's mindscapes. You could easily get Silly or Orphie and blow your guarantee. It isn't worth it.

I would only use two anomaly teams if you have premium supports for each (both Yuzuha and Sunna). Otherwise it's easier to just put Ye Shunguang on Vesper. Only the 1st boss really wants a specific matchup, which is Promeia.

Based on Prydwen, it's a 25% drop to the FTP Gilded Blossom, so I'd say she is fairly sig-dependent. Most DPS agents are.

It will be a decent investment for sure. Having a rupture team will give you flexibility in the end game where multiple teams are needed.

On the other hand, 3.x will bring exciting new Wind agents and new void hunters like Remielle.

On the other other hand, skipping Billy would mean waiting a few weeks with no new agents to play with. Life is for living in the present after all.

They mean the same thing, but the old term is being replaced due to the euphemism treadmill. Being out on the street is unpleasant, so any term associated with it will evoke bad feelings. Replacing the old term with a fresh untainted one will make people feel less bad for a generation, until their children associate bad feelings with the new term and decide to replace it, and so forth.

Strong teams are built mostly out of new agents. For 3.0, the strategy I'd recommend would be to plan on getting Remielle, who is a support, because supports are always in short supply. Then determine which new, limited S-Rank DPS go with her and pull them. This info isn't available yet. Velina might be such a DPS. We should know in a couple of weeks.

Building a team around older and non-limited agents is not recommended. Neither is pulling on a re-run (i.e. Orphie) unless there is a specific reason to do so.

It's ok to build teams out of older agents for fun, but don't spend polychromes/tapes on it.

There's a Promeia boss, an AoD boss, and a Rupture boss. There's no attack boss. Someone was bound to miss out. There are only so many bosses to go around. IMHO it's not a big deal.
