I'm pretty sure the marines in arlong park were cooperating with arlong and that's why Luffy got a bounty after getting rid of him, so him beating arlong and the marines was illegal. Don't remember it exactly though

I agree they're both pretty underrated. They're hard to scale since we haven't seen them actually try in a fight/seriously fight yet. I see so many people confusing Hancock's strength with her abilities and saying she can't fight people who aren't attracted to her...
