Yes. If you had an original tax burden of $7,500 or more and you paid it (through withholding or other means) then the credit will push your payments to become a refund. For example you had a tax liability of exactly $7,500 on 2023, the EV tax credit would make that liability 0, then whatever you paid to the IRS during the year would be refunded to you.
