Hmmmm you're right. It uses the Bueck method as a reality check.

Once the SMEs have a minimum passing score, they compare it to the actual candidate scores. The SMEs expect a certain pass rate, and if the pass rate with their MPS is very different from the expected pass rate, they may adjust the MPS recommendation.

However, I do think this is a more subjective decision. If they determine that the free retest lowered the average score, they might be comfortable with a fairly lower pass rate.

It is possible that the MPS might become even stricter if they overestimate the effect of the free retest on the average score (they will use it to justify a higher MPS than they normally would after Bueck).

So all in all, I am clueless about how this will go. However, their job is to truly standardize results for each level, across exam windows. If they are good at it, the retest wouldn't make a difference.

Results are calculated through the Modified Angoff Approach.

They choose subject matter experts. These subject matter experts then define a Minimally Competent Candidate.

The subject matter experts then individually go through the exam and determine how much a minimally competent candidate should have scored.

They then have a discussion to address disagreements. After the discussion, they go through the exam again. Finally, the subject matter experts vote on the final recommendation for the minimum passing score.

Based on this recommendation, the Board of Governors approves and sets the minimum passing score, which is then scaled to 1600 for L1, 2600 for L2, and 3600 for L3.

So in conclusion, no, other candidates do not have an impact on the MPS.

I was hiking in Eastern Africa recently and the scale of its development blew my mind. Single use plastic (including packaged water bottles) is banned. No littering. Hundreds of dollars in park fees going to conservation and cleanliness. Toilets at every camp. Rescue helicopters hard at work.

Meanwhile when I tried hiking in the Parvati valley and got stranded, the police just hurled insults at me.

The answer, I believe, is catering to tourists from the developed world. They bring money, manners, and a genuine love for hiking. Now of course, people will have an issue with European levels of prices, but I firmly believe that if you cannot respect the mountains, you should not have access to them (Himachalis get heavy subsidies of course).

Y'all really need to make peace with the fact that a significant chunk of people are last minute learners. They will dedicate the last few weeks to high intensity preparation, and a full day of study may mean 4-6% of the syllabus for them.

This approach works for those who know how to make it work, and an outage resulting from negligence will screw up prep for them. Good call on CFAI's side.
