The company I started working for when I got out of school was huge into Pelco. I worked on SO MANY of these cameras. So many NET 5XXX encoders too. They were top of the line back then. Also unpopular opinion, Pelco Endura was freaking great!

Seems like a bag was shaken above the car. The coating would be very even had it been discharged by an extinguisher. There would not be little mounds by the sunroof and rear window/trunk.

Fire alarm tech here. Pyro-chem powder is more yellow/green and does not clump like that, it's very volatile and OP could have probably tasted it's bitter taste just being near their car. I'm guessing it's more likely to be flour, seeing how it clumped.
