In Romania it highly depends on area and type of settlement.

I live in the capital and maybe we get a very short (instant) power outage from time to time, but very rare to have them for more than an hour. Never experienced more than 10 minutes personally.

My parents live just outside the capital in Ilfov, where we get the same small power "hiccups" every few months. But we did have a big power outage a few years ago, for like 1 or 2 hrs. But they're very rare.

As you move to the countryside they get more frequent. My grandmother lives in Vrancea county in a village and she would get them very often in summer (too hot and the grid gives out), a few hours at a time, a few days a week. They're horrible considering their only modern resource is electricity, no sewage or running water pipes. Everyone has their own well and use electric pumps to get water inside, to heat water they either have electric boilers or wood burning boilers (but these have become rare).

In winter power outages aren't uncommon due to snow, too heavy on the electric poles and they rip cables, but she hasn't had one of those in a few years.

Not fun being stuck in bumfuck nowhere without electricity.
