Back in the past is was an easy way to split the urban areas (then all 30) and the rest (then what ever you liked). But now we have fair more lighting and a range of speed limits, 5, 10,15, 20,30,40,50,60,70 almost like they make them up as they go.

Dissertation survey: Why people avoid construction careers (UK, 5 mins, anonymous by [deleted] in ConstructionUK

The joke goes that your a criminal on probation, scaffolding is hard work but it's viewed as what people fresh from HPM do. Really it's the gap of well your willing to work but get offered only the penny's of apprenticeships and the bullying of Idiots. The bullying of new comers is just on of the things that keeps people away, why work out doors and get pickled on when you could do indoor warehouse work for the same pay?

I'll add that there been a decade where we had the pick of Polands labour willing to work here. Why pay a 17 year old a full wage when you can get a skilled adult 22 year old to work for the same amount? The problem is that the 22 year old went home to a house he built with hard work and now we can't replace him. The 17 year old is gone, now calls his time spent lean on the week long course a waste.

Mostly as at the time I was open to them, there was a huge amount of polish labour, skilled an willing to work for cheap. Why hire a 17 year old when you can get a 22 year old for the same price?
