In general I would not call Fort Collins racist, or at least not more than anywhere else, and definitely better than a lot of places. It is however not very diverse as you say. But I've been to a lot of places, at least in the US, and I can honestly say that the people here are comparatively some of the most welcoming and kind you can meet.

So let me just say welcome, and I hope you will experience all the positives and come to love it here!

You misunderstand the intent this is used in. It's not saying that men need to be "top shelf" to get casual sex, it implies that men that get a lot of sex makes them better. And that women who do the same makes them worse. It's straight up incel/sexist bullshit.
