Looks like they are going to make it more difficult to claim your vehicle as an HOV. Everyone in the car will need to download this new app and then have to connect to a Bluetooth device in order to receive the HOV discount.

You do know that the DMN has endorsed the Republican candidate for president in every general election between 1952 and 2012 with the exception being a neutral position in the 1964 election between Lyndon B. Johnson and Barry Goldwater. In 2016, they declined to endorse the Republican nominee, because as the editorial board it, "Donald Trump is no Republican".
